It pains me to see how strongly our fishery managers advocate hatchery &amp;quot;reform&amp;quot; and increase of production. I think beyond all other stressors hatcheries will eventually be the nail in the coffin for wild fish if they are to continue on their current trajectory.&lt;br /&gt;&lt;br /&gt;This type of behavior by the state makes me want to enter environmental law even if it means sitting behind a desk for 5 years doing paper work. The Hatchery has been in place a long ...</title><content type='html'>Hi Osprey,&lt;br /&gt;&lt;br /&gt;The Hatchery has been in place a long time, there is no native run of spring chinook (since sometinme in the 1960&amp;#39;s).  The acclimation pond is in an attempt to reduce hatchery spring chinook stray rates.  ODFW didn&amp;#39;t have the money and CCA is helping them.  This is all part of the Upper Willamette Recovery Plan. It undermines the very principles of conservation and has given local fly anglers the stigma of hypocrisy, in my opinion. I think managers sense the hypocrisy and have acted accordingly.&lt;br /&gt;&lt;br /&gt;In a nutshell, I believe the fight for wild rivers needs to be taken well beyond the hypocritical and divided angling community and moved to center stage (WWF, Audubon, etc.). Opportunity should not be our goal, or if it is, it should be understood it&amp;#39;s a long-term goal to be realized if/when populations are healthy and stable. But wildlife harrassment cannot be part of the game if we want the larger forces of wildlife defenders on our side.&lt;br /&gt;&lt;br /&gt;We need to defend rivers and wildlife for their intrinsic value, not for their sport value.&lt;br /&gt;&lt;br /&gt;From that platform, an effort to eliminate the conflict of interest inherent in state F&amp;amp;W agencies can really be undertaken. These agencies all need to be restructured so that angling opportunity is always in the backseat, and sound population management is squarely in front.&lt;br /&gt;&lt;br /&gt;Pie in the sky? So I&amp;#39;m told, but I believe it could happen with top-flight leadership and a dedicated, long-term strategy. I&amp;#39;m up for the fight, but could never be the leader that such an effort would require. Not sure that person has been born. That opinion is highly suspect. Just because you and I are compelled to harass wildlife doesn&amp;#39;t make it right. I submit that C&amp;amp;R for wild steelhead is a morally bankrupt platform. C&amp;amp;R is a convenient management tool, allowing fish managers to provide opportunity at lower risk to wild populations. But providing opportunity to harass wildlife seems like a form of mass insanity to me.&lt;br /&gt;&lt;br /&gt;And the tired claim that a river needs anglers as &amp;quot;friends&amp;quot; is just as suspect. Anglers, as a class of human, are greedy dirt bags. In my limited experience, those unusual anglers who are truly dedicated to the protection of rivers and fish do not become less committed when rivers are closed to angling.&lt;br /&gt;&lt;br /&gt;It pains me to see the glaring conflict of interest so endemic in our fish-management system carried over into this conservation community. With Warren Buffett behind it, PacifiCorp has negotiated a sweetheart deal to offload the non-performing assets. Clever feds and their &amp;quot;diverse&amp;quot; allies want to hitch a bad water deal to that train. &lt;br /&gt;&lt;br /&gt;A deal that puts privileged federal irrigators ahead of fish, that ignores the best science, and that favors some tribal, irrigation and environmental interests over other tribal, irrigation and environmental interests will not restore the Klamath River or recover Klamath Salmon.&lt;br /&gt;&lt;br /&gt;Delay congress after congress seeking bad legislation in a divided Congress is what PacifiCorp wants. If that happens they continue to operate salmon-killing dams at a profit, i.e. status quo, without having to make the changes already ordered in the FERC process.&lt;br /&gt;&lt;br /&gt;The quickest path to dam removal is to get back to the normal FERC process as soon as possible. &lt;br /&gt;&lt;br /&gt;Now is when we see who really cares about Klamath Salmon and who cares more about their narrow self-interest.
